This would technically be a bit difficult. A better approach would be to intoduce templates (like master-pages in Impress or styles in all other applications). We have this feature on our list.

However, you can copy and paste a readily formatted chart and apply new data to the copy by drag and drop of the new data range (select the range, nd click on the selection again to activate drag and drop).

dimensions (numbers of elements) and the elements are not related to their
position in the list)

If I understand you correctly here, you might want to try the XY-Chart type, which has a value x-axis (in contrast to the category x-axis). You should uncheck the first column as label in this case (assuming your data series are in columns).
