It doesn't appear that Massachusetts has "sided" with Microsoft; the quote 
in the article is qualified: "*IF* (emphasis added) Microsoft follows 
through as planned, we are optimistic that Office Open XML will meet our 
new standards for acceptable open formats." 

Massachusetts hasn't changed their standards for an open document format; 
they are merely noting that Microsoft's new changes in the Office OpenXML 
format *MAY* make MS-Office a contender for the state's IT needs, and 
they have yet to determine if this is in fact the case.
