What I think? I think that all the articles covering that topic are reading way more into the statement than was actually said.

There are a heck of a lot of "ifs" and "plan tos" there on the MS side of things.[1] The Massachusetts statement recognizes all that heavy use of the subjuntive case and conditional statements. At this point anything said about MS opening it's format or Mass. backing it is all speculation on what may or may not happen 18 months down the road. In other words, it's just more of the old delay tactics we commonly see from MS.

For me the concern is how much the press is eating all this up. That also needs to be addressed.
