I don't remember having that issue? I think it was just a matter of installing the developers tools, or a part of that from memory. I do not have it with me at the moment to verify that. Hmmmm.... Seems odd considering I had no problem. I though initially it may be a corrupt DVD, but it seems more like an install option you are missing, but I don't remember having to choose anything special.
