I'm not sure which check box you're referring to. OOo doesn't read individual regional settings. Maybe this will be added later, but that would be a larger effort, so don't expect it very soon.

We are trying to make sure that our locale data are correct for each locale, and the cited sources in issue 30568 seem to indicate that the decimal separator for English (South Africa) should be ".". So the fix for that issue was just what you're observing: The decimal separator is "." now.

To format cells with a different decimal separator, the best way is to select a locale for the number format that has the desired separator.
