It's more than that: the floating toolbars in OOo2 basically are the
same as the different object bars in OOo1.x, they still replace each
other, but now - if you want - each of it can have a different position
(by default they have the same), while in OOo1.x they allways had the
same position so they appeared as if they were one toolbar with context
sensitive content.

And - as I said - in Ooo1.x the formatting toolbar shared this position
with the object bar(s) and now has a different position by default.

The toolbar concept in OOo2 is more or less "old wine in new bottles"
;-). Means: the same concept (context sensitive toolbars) in a new look.

I was talking about the toolbars. The toolbars in OOo2 are still context
sensitive, the object toolbar (now floating by default) still is
replaced when the selected object is of a different type.

You can make your toolbar environment much more similar to OOo1 by
docking all object toolbars at the top of the window (below the main
toolbar). Try it out, you won't see a big difference when you switch
from normal text to a selected object of any kind. You will notice a
difference if you put the cursor into a table. In OOo1 the table bar
will replace the formatting bar while in OOo2 you see both.
