You are mistaken, MS Office can open MS Works files - there's a download
pack on Microsoft.com that covers all kinds of MS formats (and other
formats) for MS Office - and, if I'm not mistaken, MSO 2003 can open them
without this download.

It is, and that is a good idea in theory, but asking customers to install an
office suite so *you* can open their files is not good customer service.
It's never good to force people to do extra work when they are the ones
paying you.  It would be better to pay $50 and install a copy of MS Works
just for conversion purposes.
