My understanding is that if OpenOffice.org were to be denied to Iranians on account of their government having a well-publicized disagreement with the government of the USA, that would be an act of discrimination, which the FSF in writing the GPL and the LGPL explicitly denounce - and I am using the word "denounce" in a quasilegal sense here. Ie, "repudiate".
