It is, ISO 26300 and the OD Fellowship is currently making a viewer for ODF files. Daniel Carrera and Alex Hudson are working on it. It will be possible to make it a Firefox plugin and it already handles basic styles tables etc quite well. It'll never be perfect but good enough for a lot of basic applications.
