Don't I see urdu translations already for e.g. the 2.0.3 release
http://oootranslation.services.openoffice.org/pub/OpenOffice.org/2.0.3rc7
i.e. the ur-IN langpacks.  

Is whoever submitted those originally translations still updating them ?
Might want to find out who did the original ones

and co-ordinate with them if possible.

Perhaps renaming the final langpacks as "ur" instead of ur-IN if
suitable for both India and Pakistan
