Here's a list* that shows they are continuously working on performance issues. Different people have different priorities, but there's limited resources.

From what I've heard, OOo is a faster on Windows than Linux. The exception is provided by DT_GNU_HASH, a new technology included in the new Fedora Core 6. In any case, my experience is that any system with a decent amount of RAM has a decent good warm start time. My warm start time is less than 5 seconds.
