I've heard this can be fixed by downloading the currently installed version, running the install program (to register the .msi), then running the install for 2.1.
I did not run into this problem upgrading from 2.0.4 to 2.1, so it might be a problem specific to upgrading from an older version of 2.0.x to 2.1.
