It seems that this is a bug in OOo2.1. You could try to test the OOo2.2
Beta build if it still appears. I renamed an rtf file to ".tmp" and
could load it successfully with the OOo2.2 Beta build oof680m5 that is
available for download:
http://development.openoffice.org/releases/2.2.OOF_m5_snapshot.html
Until the bug gets fixed you have to use the rtf extension.
