Is it possible that you don't have any users configured on your Win98?
If yes, the easiest fix for the problem would be to create one (and use
it).

Otherwise hacking the bootstrap.ini file in the OOo program directory
can help. The line "UserInstallation=..." must be changed to point to a
place where you want OOo to put your user profile. It must be in URL
notation, e.g. "file:///d:/OOoData".
