Yes, and a browser, too. ;-)

EMail, Calendar, Contacts a.s.o. are not office, but rather PIM
(personal information management) applications. OpenOffice.org made a
decision some time back not to include them but rather integrate with
the Mozilla Suite of internet and pim applications where
possible/sensible. Look at www.mozilla.com.

Seriously, you should not use Outlook Express.

You may also want to have a look at Evolution for Windows
(http://shellter.sourceforge.net/evolution/), which is what comes
closest to Outlook. Be aware that it's still in beta, though.
