Easy? No. Possible? Yes.
You can load color palette files (*.soc) from *some* of the area fill
dialogs--look on the "Colors" tab for a little file folder icon. In
Writer and Calc, the only such dialog requires a graphics object, so you
may have to temporarily insert a rectangle in order to load a different
palette; Draw has a complete dialog on the toolbar. The same palette is
used for all the OOo apps.
OOo comes with 5/6 such palette files; there are dozens more for
downloading around the web.
Many requests for enhancement have been filed, but I know of no activity
in this area.
