Yes, OpenOffice.org is free software. You can download and use it at no costs (besides the cost for your internet connection). You can use it on as many computers as you want. You're also encouraged to copy the software and give it to as many friends as you want. But there is still the option, that companies (or people) can sell the program on CD (to people, who don't have a fast connection). This is covered by the license, that OOo uses (LGPL).
