It's called a Linux distribution :)

If you mean packaging all these apps on Windows, then yes, there are a
few people who do this ( eg http://www.theopencd.org/ ), but I think
most people who want to push open-source software do it via Linux. It's
a lot harder to do for Windows, because there are far less people
involved in Windows ports of open-source software, and even less who are
actually producing binaries.
