vowels, I substituted the <Ctrl> key for the <Shift> key in the above
sample.
I realize this won't be a high priority, but just the same, I would like
to take this opportunity to place a request for this character creation
ability.
Thank you for allowing me to submit this request. I really enjoy using
OOo & am doing it 100% of the time, now that I can produce documents
readable by those folks I haven't yet succeeded in getting to make the
changeover... I'll keep workin' on 'em, though. :-)

I see those characters exist as "special characters" in some widely used
fonts at least.
You should be able to associate these with keystrokes. See the help file
for "keyboard;assigning/editing shortcut keys"
