Publisher is not a real Desktop Publishing Program. Despite Microsofts best effort it is a word processor with reasonable use of text frames and a good quantity of templates. Writer can do 90+% of what publisher can do and for most tasks the average Publisher user performs Word would also be adequate. DTP power users will not be using Publisher anyway. So that leave a very narrow middle ground. FOSS software already covers DTP very well. Check out Scribus, Lyx and Docbook as three examples (although i have never used Docbook). If you have Publisher saved files that you wish to read, you need to export them as some other format to break the vendor lockin cycle (where you are required to by a newer version of Publisher with a newer computer). If you have any specific task that you cannot currently do in Writer try asking how to do it on the users list, you will probably find there is a way.
