No mistake, it was done on purpose.
To rein in Calc's over aggressive capitalization of text, it was decided
that you should have at least one full sentence before the
capitalization kicks in. So only the second and later full sentences get
capitalized.
It appears you need at least two words, a period and a space before any
autocaps will appear, starting with the following sentence. So typing
'xx xx. to<space>' will change to 'xx xx. To ' as soon as you type the
space after 'to'.
