For reasons I can't begin to understand Open Office won't let you save an HTML file you open in formats like Word 97. (Or any Word formats.) Though you can copy and paste the contents into a doc file in Open Office and then save it. So really I don't see any reason why it couldn't be able to save it to a doc format directly. (And while this may seem like a trivial issue, it's the reason I downloaded and installed Open Office. Though I'd probably have gotten it eventually anyways, but I had a particularly messy HTML file to convert and nothing else I have could do it. (I can say that the messed up HTML itself didn't give the program any issues, it was only a lack of filetypes listed in the save dialog box that gave me issues and made me think that for some reason it couldn't save in Word format at all. Said HTML did manage to crash my old copy of Works and wasn't interpreted well in my even older Appleworks 5, so that was nice.)
Well, I'm not sure why you're having problems, but I took a small HTML file, containing some text, a single image, and some CSS, opened it with Writer, and saved it in .doc format.
Opened the .doc file in Word 2003, set the view to Web layout, and there was the webpage, accurately laid out.
