As part of an Office Suite, it does not fit at all, agreed. However, it
would make sense to have this as an extension.

the justification of including one within OOo?
To be used as 'one size fits all' solution in schools for example. Lots
of people are often confused by a collection of different applications,
that look and feel differently. That's why we have quite often the
request of an mail and calendar client to become a part of OOo.
