Where did you get it from? Was it downloaded or on CD? What error messages do you get when you install? Do you have administrator priveleges? There is no 'official' version called Open Office 2008. The current version is called OpenOffice.org 2.3.1. And the downloaded package file is OOo_2.3.1_Win32Intel_install_wJRE_en-US.exe for the US english version with Java Runtime Environment included for all Windows versions.
