First, let me say, as you likely already know: OpenOffice ROCKS!  I
don't think it can be said enough.

I have come across one issue which seems like an easy fix that would
be very helpful.  Every time I update OpenOffice, I then have to
re-associate my desktop shortcuts.  At first I had them named
differently from the install, so figured that was it, but the last
two times I have left the names the same, but still had to
re-associate the short-cuts, as the updates install in a completely
different folder.

I'm no programmer, but Apple manages to remove my old iTunes and
QuickTime shortcuts, then install new ones.  I have to move them back
to where I like them, but that's negligible compared to
re-associating all of the programs in OpenOffice.

Since OOo (OpenOffice.org) does not currently create desktop icons as part of the installation process, there is no way for any installer program to know what menu/desktop entries/icons have been manually created or manipulated. Try manually moving the Apple "All Programs" menu entry to some position (eg. under Accessories) other than where the original installer log records them as being and you will find a completely new Apple entry after the update. Obviously, if the update simply overwrites the previous executable(s) with the same name, in the same directory/folder, the manually relocated links/shortcuts will still work.

I seem to recall reading something recently, which indicated that a future OOo release will create, or offer to create, desktop icons for Windows users. If this is true, then the installer program should be able to update/replace them.

As an interim alternative to "re-associating" your OOo desktop icons, you could simply delete your existing OOo links/shortcut/icons before updating and then drag copies from the new OOo entries the "All Programs" menu to the desktop.
