I'm not sure about the original poster's point 2, but point 1 sounds very reasonable. The OOo behaviour described sounds rather perverse.

I don't use spreadsheets much so don't care enough to go through the enhancement-request process, but perhaps someone else can comment on any perceived problems with the request, or whether it has already been raised as an issue.

From OOo v2.4, it allows user to Cut & Paste a row/column by drag &
drop + Alt key.

Problem 1:
After I point the mouse to the grey address bar header of Row
(1,2,3,...) or Column (A,B,C,...) => Click to select WHOLE Row or
Column, then I need to move the mouse down to white table area before
I can perform drag and drop, rather than drag and drop on the original
grey address bar header directly. Very inconvenience.

Problem 2:
Except using ALT key, this function should be added to the Right-Click
sub-menu as well, as Excel's "Paste Row" and "Paste Column"

This program is not a Microsoft product, many discrepancies will exist
between the way things are done. Some will seem worse to the average
Microsoft product user, not necessarily because they are worse, but
because they are different. Others seem better, for years i wondered why
the option to alter the page layout was under the file menu in Word, in
Writer it is "Format - Page" which just makes sense to me given "Format
- Character" and "Format - Paragraph" etc.

Nobody is going to make this program a replica of your favourite
Microsoft Program. A clone can never be better than the original, it can
only ever be an also-ran copy of it. So allowing that OO.o is not a
clone perhaps you should allow that there will be differences, some of
them may be inconvenient to the way you do your work. You may need to
decide if you can live with it.

You could also see if someone else has asked for them as a feature
enhancement and vote on them, or ask for them as enhancements yourself.
This is the correct method for requesting feature enhancements. Remember
that each miniscule feature enhancement adds to the download size and
bloats and perhaps slows the software.
