of course it is possible, it's up to you to organize a team of volunteers to localize all necessary resources to Kannada. Localization projects works great all over the world and i ma sure you will get the necessary help and support you will need.

That the power of open source you don't have to wait that somebody does it, you do it on your own and can start immediately. For localization no programming skills are necessary. Well it would be good to have one who can build the office with the new locale for testing ;-) But that should be the smallest problem.
