Check this, http://wiki.services.openoffice.org/wiki/Documentation/OOoAuthors_User_Manual/Getting_Started/Setting_a_default_template
set double line spacing in your new default template.

If what bothers you about the bullets and numbering is the floating bar that keeps popping up,
View > Toolbars > then uncheck Numbering and bullets.
Look for this in the default template if this doesn't stop it for you.
