It would be much closer to Debian/Ubuntu/NetBSD's alley, than OOo's.

What you describe sounds like part of the feature set of the file
system used in Solaris, and OpenSolaris.

About the only way to correlate donations to specific features, is if
they are implemented on a bounty basis.  Currently, OOo development
does not have a mechanism in place for utilizing that model.
