Hi Council members,
the proposal for changing the Community Council Charter got approval by the Community Council (2008-11-04 in Beijing) and was approved by the project leads (on projectleads mailing list from 2008-11-25 to 2008-11-29).
The plebiscite started on 2009-12-05. We got some comments , most of them in favour of the change.
There was one question, why the Community Manager should not be part of the Council anymore. This point was resolved during discussion (Community Manager is still eligible for any seat and can be part of the Council, as any Community member can).
Lars Nooden expressed Concerns about "rush votes" in combination with the definition of consent voting (abstentions will not hinder a decision). This was not fully resolved during discussion. Suggestion is to keep this point for discussion of future changes of the charter. The current charter proposal already has some rule to prevent misuse of rush votes (rush votes need to be announced, and need to get approved by a regular vote later; absence from voting does not mean to vote absent; each council member has to name a deputy to prevend absence from voting). We need to take care, thatwe follow all these rules.
After all, no major concerns were raised durng the plebiscite. So we should go on and make the proposal our current charter.
