Translation is a very specialized thing. This is something that
probably is best left as an optional user add on.
You define one language as the "master" language. You create your documentation
in this language with all your objects like text, charts, screenshots etc. as you would
do today. But then you give each object an attribute saying, it must be translated or not
if you want to create a documentation in a new language.
For something like that, I think that either Pootle, or Omega-T would be
far more suitable, if you want to stay in the FLOSS world. For the
non-FLOSS world, Trados or DeJaVue X are probably your best options.
OpenOffice helps with the translation job by offering recognized words or
sentences which can be wrapped by one mouse-click.
Anaphraseus is probably your best currently available OOo CAT tool.
(Most of the OOo CAT tools don't work with 3.0.)
There was something that offered most of what you wanted, but it
required compiling from source, with the OOo 1.1.x code base as part of
the required source.[I've forgotten what version of OOo it used.])[I've
also forgotten what it was called. It only worked on Linux, if that
helps you any.)
I think, multi-language documents are generated in a lot companies.
This varies by country.

Some of the specific changes you are requesting, require changes in the
ODF specification.
