For the last few minutes I've been trying to craft a reasonable response
to your questions, one that could help you out here.
So let me just start with what I believe may be the place to put your
efforts:

That is the link to the Google Custom Search Engine project. I would
recommend that you take some time to look it over.
With specific regard to Base, there is no direct support for web
interface building within the Base application. There are examples of
folks using OpenOffice.org (OO.o) to perform tasks behind web interfaces
but this tends to be more for on-the-fly file generation or conversion.
There may be some scenarios where functionality from the Base
application, via the Application Programming Interface (API) of OO.o,
could be utilized by a web front end. In all honesty however I would be
hard pressed to come up with such a scenario where OO.o Base would be an
optimal choice, at the present time at least.
As for email lists, there is an email list specific to Base but if the
discussion is general in nature then I suppose this is as good a place
as any.
