towards the end of that page there is a statement that says that it is
fully legal for them to charge for OpenOffice and it is correct. Of
course, the fact that they don't mention that you can download the same
thing for free (not to mention the look of that webpage...) don't make
them look particularly professional, but they can indeed legally do it.
