We have an open enhancement issue for COUNTIFS (http://www.openoffice.org/issues/show_bug.cgi?id=90269). But an equivalent formula with SUMPRODUCT really isn't much more complicated, see http://wiki.services.openoffice.org/wiki/Documentation/How_Tos/Conditional_Counting_and_Summation.
