What precisely do you mean by "have not been able to get it to function"?

Personally, I wouldn't bother with the DAISY file format. Either create
straight Braille (which OOo currently does not support) or create A11Y
friendly PDFs for documentation. (There are several striking
similarities between OO-XML and DAISY, the most significant being that
they are problems in search of a solution.)
