It has nothing to do with dual licensing.

In fact the LGPL license does not forbid charging for the software. But it
looks like this website is using the trademarked OpenOffice.org name in an
unauthorized way. Oracle, as the trademark holder, may want to act against
it.

By the way, the language on this website is not very good Dutch. It looks
like automatic translation.
