I'm assuming you are trying to type a quote 
symbol.  I used to have Open Office but not anymore so I don't remember the 
exact method of correcting what you are getting.  I know there is an option 
on OO to switch the style of quote marks you desire.  Check through the 
menu or options and you shold find it.  I wish I could be of more 
help.

        When I "shift" and press the symbol ('), I get something 
        that looks like two dark lines (I can't recreate). I need to use the 
        quote symbol for a document I'm working on and it was ok earlier but 
        something has changed.
        Have you heard of this problem before?
        I'm attaching the Open Office doc for your review... note 
        problem in red print
