Your question didn't ask where the database should be, so my reply
didn't say where the database should be.
Each virtual switch (ovs-vswitchd) needs its own database server
(ovsdb-server). These should run within the same operating system
instance (e.g. both within the same Dom0).
INSTALL.Linux explains it this way:
Before starting ovs-vswitchd itself, you need to start its
configuration database, ovsdb-server. Each machine on which Open
vSwitch is installed should run its own copy of ovsdb-server.
