As Ben pointed out, the repository was fine, but using HTTP as the underlying protocol is just really slow. Our IT staff added support for a faster HTTP backend (cleverly named git-http-backend). I've confirmed that downloads are now roughly equivalent to using the git protocol and feedback is provided that it's actually doing something.
