You can't use OpenFlow to output to a bond currently. You have to use the NORMAL action. Outputting to "bond0" doesn't actually output to the bond, it outputs to device created by Open vSwitch as a result of bond_fake_iface=true. i.e. if you tcpdump -i bond0 you should see the traffic you expected.
