I guess it depends on your definition of ACL--it supports matching the fields defined in OpenFlow (plus a number of others). They are exposed through both OpenFlow and the ovs-ofctl command (which uses OpenFlow under the covers). The ovs-ofctl man page describes many of the matches and actions.
