Thanks, Ben,

I didn't notice the debian directory before, I think a INSTALL.debian is needed 
to remind and tell users how to build and install in a "native" way on ubuntu.

Also, the INSTALL.linux way didn't see a ovs-ctl program, only the man page. 
Might be a bug.
