You can use the "--db=tcp:" or "--db=ssl:" option with ovs-vsctl.  You'll need 
to configure OVS to listen for the connection, which you can do with with the 
"set-manager ptcp:" or "set-manager pssl:" commands in ovs-vsctl.  Note that 
this is the opposite of how connections are usually established for the 
management protocol; normally the switch connects to the controller.  However, 
without a controller that speaks OVSDB, that could be more challenging.

I've not used Floodlight, so I don't know what its scripting abilities are.  I 
believe there is a Floodlight mailing list where you could ask that.  They also 
may have some other suggestions about integrating with OVS.
