Thanks for replying Ben. I totally missed that. You are right though. Turns out Mininet does not allow you to create user-space openvswitch. There is a Mininet branch created by Bob Lantz for it but it uses ovs-openflowd instead of ovs-vsctl. I might have to get my hands dirty with the code.
