Did you read the FAQ? It has a lot about VLANs.
This is now working finally. A colleague retried everything from
scratch and got it working. It is difficult to be sure exactly what was
wrong, but he did find a comment somewhere about ebtables being
incompatible with Open vSwitch, so that seems like a good guess at the
culprit.
