I'm not sure if I understand your question. Could you please provide a
side by side comparison with how the package looks and how you would
want it to look like?
Because what I understand now is that you want the GRE tunnel to send
non-encapsulated messages to it's remote end point. And if you would be
able to do that, the remote end point wouldn't know how to interpret the
package and would just drop it.
