I'm not using the ubuntu package, I'm currently running 1.9.3 from the 
openvswitch website and it seems there are references to raccoon client but is 
not bundled with openvswitch. I assume I would have to install the raccoon 
client separately?

Are you saying Ubuntu does not include the ipsec package? If so, you can always 
create one from the openvswitch code base and then install it.
