Thanks for the reply. 
We are using OVS version 1.9. Till 1.9 I saw that CAPWAP is supported. I saw 
that 'vport-capwap' file also is present in release 1.9. 
Could you please help me to resolve the issue I am facing. If you still feel 
that I should not use version 1.9, 
could you please suggest which version of OVS to use so that CAPWAP can be 
used, and could you also please help with the configuration for the same.

Open vSwitch no longer supports capwap.
