Is there a routine of announcing whether someone is working on a certain
feature? I would like to announce you guys when I start if nobody else
will be working on it by then.

I think what you've described is really the only solution. Unfortunately,
no version of OVS supports that, and I'm not aware of anyone working to
add it.
