Where did you get your RPMS from? Did you build it?

RHEL comes with a default OVS kernel module. I think you are using it.

Each OVS version comes with 2 rpm packages. One includes user-space
utilities and another one includes the kernel module. You can read
INSTALL.RHEL for more details.
